ABSTRACT

The establishment of a training system is generally agreed to involve an analysis of the need for training, investigation of options for satisfying this need and development of an effective and efficient solution. This chapter presents a case for the affirmative, with the caveat that certain circumstances are identified during analysis of the training need. It outlines a general framework and some detailed approaches for training analysis for simulation-based training in relation to major capability projects. The chapter examines guidance offered by a past US Military Standard, and discusses that conventional principles of instructional systems development are applied. It explores issues of Training Needs Analysis (TNA) for simulation and draws conclusions that can be applied in international contexts and within a broad range of organizational training policies. The chapter uses the term "computer-assisted" to emphasize that the technology underpinning simulation was largely the focus of the US Military Standard MIL-STD-1379D.
