The Norwegian Experience

This contribution draws upon the previous chapter on the Norwegian Model by Farouk Al-Kasim (2006) which was written to discuss what other countries could learn from the Norwegian experience. It discusses lessons that Ghana and other African countries (Ghana et al.) could learn from the Norwegian Approach. The chapter highlights areas where Ghana et al. would do well to apply specific lessons in their quest to ensure that petroleum resources become a blessing and not a curse. A variety of subjects are covered include legislation, national participation, petroleum administration, licensing, petroleum agreements, the fiscal regime, transparency and accountability, national skills development, health, safety and environment, community relations, oil recovery and natural gas utilization.
