ABSTRACT
Clearly the object of control is to obtain success. A programme is controlled successfully if all its constituent projects have been finished as specified, the key performance indicators are achieved (or are on track for success) and all the shareholders and other major stakeholders are satisfied. The process begins with the business case and does not end until the organization and its people have adapted to implement all the required changes.
