In chapters 4 to 8 we discussed the interests and positions of the most important actors in global debates on access to medicines. In this chapter we examine more closely the impacts of non-state actors and hybrid actor constellations on global norms, focusing on the phenomenon of nodal governance, how non-state actors wield influence, and the implications for global democracy.
