ABSTRACT

The treaty revision negotiations initiated by the German EU Presidency in the wake of the French and Dutch ‘No’ votes in the Constitutional Treaty referenda created a challenge for the whole European Union. In looking for a response to this challenge faced by the Union and its citizens one must have in mind the goal of building a strong and coherent Union. But what does a ‘strong and coherent EU’ really mean?
