ABSTRACT

This chapter is based on a specific situation in the USSR under Soviet central planning. It describes the organization of a biscuit factory in Soviet Georgia and in doing so offers a unique and extreme example of the way that controls and targets set from a distance were able to be perverted – that is, circumvented and evaded by its local management.
