ABSTRACT

This chapter discusses how the views of local populations are being sought and the importance of including the voice of marginalized and vulnerable populations. It reviews the United Nation's new global initiative to seek face-to-face consultations and online input into developing the post-2015 global development agenda. The rise of the new digital humanitarians and ways they have contributed to accelerating the use of social media and related technologies during disasters and conflicts is discussed. The chapter examines the role of local populations in developing short and long term security strategies and development and implementation of conventional military programs and missions are increasingly challenged. It suggests how this flipped scenario will shape future civil-military responses to rapidly evolving complex crises and contribute to the evolution of civil-military models. Promoting gender equality, defined as socio-cultural expectations and norms associated with being a man or woman, has proved to be especially helpful in developing long term stable and prosperous communities.
