ABSTRACT

This chapter examines the enabling' and disabling' effects of information and communication technologies for public sector networks in the field of national security. The benefits of the information and the communication technologies are frequently discussed in relation to the networks. It has been argued that the recent developments in information and communication technologies have led to the rise of networks. The design and use of information and communication systems is, however, studied further in the disciplines of information and knowledge management. The Australian Government Information Interoperability Framework was developed to improve interoperability by providing guidelines that assist government departments and agencies to select and implement interoperable information and communication systems. The Flood Report argues that a new technological infrastructure should be developed and provided to all agencies in the intelligence community in order to maximise the opportunities for the collaborative intelligence production across the community'.
