ABSTRACT

This chapter presents findings on the vulnerable road users (VRU) safety situation in the Kinondoni Municipality and the results of observation of pedestrian facilities and behaviour along Morogoro Road, one of the main radial arterial roads crossing the municipal area. The chapter describes the characteristics of the road crashes involving VRUs, and the interaction between the infrastructure and the users. It focuses on police records of road traffic crashes occurring in 2008 to characterize the road crashes involving VRU casualties. Morogoro Road was taken as a case site for the assessment of provision of pedestrian infrastructure along the main roads, where most of pedestrian fatalities occur. Assessment of pedestrian facilities and observations of pedestrian and driver behaviour were carried out at zebra crossings along Morogoro Road. The chapter analyses the prevailing level of service on selected zebra crossings and sidewalks using the methods described in pedestrian and bicycle chapters of the Highway Capacity Manual.
