ABSTRACT

Risk control is defined here, in a manner that follows naturally from the previous chapters, as anything that affects the Frequency or Consequence Value of a Risk. Risk mitigation is a popular and partly synonymous term, but the dictionary definition of mitigation is limited to the reduction of the severity of something adverse. The risk controls associated with bare electrical conductors may be the lack of immediate exposure as well as common knowledge of the hazard and resulting high levels of caution when exposure is necessary. Imagination and experience can be used to identify risk control measures, but a specialist needs to use a structured method to ensure that all possibilities have been identified for consideration. Any control system, even a risk control measure, requires the setting of a standard and the monitoring of system performance to that standard.
