ABSTRACT

Elsewhere in much of the developed world, when the word “disaster” is mentioned, it usually conjures images of natural calamities such as earthquakes, hurricanes, typhoons, tsunamis, seismic earth movements, etc. Barring some subtle non-specific warnings from weather forecasts, these occurrences are usually sudden, unannounced, and unexpected, accompanied by varying degrees of unpredictable and devastating effects on both human beings and the land on which the victims live.
