ABSTRACT

Cyber terrorism has been for some time a threat to national security. Although the concept of cyber terrorism is not new to the United Kingdom, the level of organization and determination demonstrated by modern-day terrorist networks is dramatically different. It is crucial to gain an accurate perspective of what knowledge-management offers for tackling cyber terrorism for any country's security services. The world of policing has always been complex, with the police having to deal with the impact of social change, latterly the forces of globalization, changes in technology and the evolution of society and economy. It will be essential to understand these two types of knowledge, prior to evaluating how knowledge-management has been operationally applied. They are Tacit Knowledge and Explicit Knowledge. Clearly, for any government's cyber terrorist strategy to be implemented successfully, all policing and related agencies involved in combating cyber terrorism must adopt a coordinated approach in tackling this threat.
