ABSTRACT

This chapter purposes to develop a broad framework to identify various types and sources of uncertainty that surround policies on new transport technology and ways in which different types of uncertainty can be handled. Further, it applies the framework to the case of intelligent transport systems and evaluates the results in the context of a larger applicability. Accordingly, the chapter perceives new transport technology in a multi-actor situation by recognizing the influence of different stakeholders and their fast-changing positions. It describes how the typology of uncertainties and of possible ways to deal with them can provide guidance to identify the key relevant uncertainties, their sources, and the most appropriate policy strategies in view of those uncertainties and stakeholders' preferences. The chapter develops the framework that uses the perspective of the policy maker. An equally important perspective in arriving at the best policy results is that of the major stakeholders in the field.
