ABSTRACT

In Poland the reader is made aware of the fact that the idea of policy expertise and the role that it plays in this post-communist society need to be understood in light of the country's relatively recent transition to democracy. Jacek Czaputowicz, a professor at Poland's National School of Public Administration, examines the contemporary state of foreign policy expertise. The community of experts within the state, in Polish universities, and in various non-governmental organizations has expanded rapidly since the fall of communism. Czaputowicz is optimistic about the contribution they can and have already made, pointing to the role of foreign policy experts in preparing Polish officials for that country's EU presidency in 2011. The subjective scope of foreign policy is also expanding. Ministries of foreign affairs are losing their monopoly to carry out foreign policy. Policymaking can be imagined as a game played at three levels.
