ABSTRACT

This chapter provides an overview of port security issues, concentrating on container security in order to mitigate vulnerability. It addresses collaborations, risk-based approaches to port security, and emerging threats of cyber attack on ports. Port security measures have a silent face and a public face. The silent face is associated with intelligence and profiling. An emerging threat is cyber security threat on port security. As global economy and trade expand, the maritime industry has become more and more dependent on information and communication technology (ICT) to manage operations, improve efficiency and e-commerce, and service clients. A cyber attack on US ports could cause significant damage to the economy. Similar conclusions were reached by European Network and Information System Administration (ENISA) and the US General Accounting Office in their respective research reports. The chapter provides the multidimensional security challenges facing ports. The approach used is a layered approach to enhance security in protecting physical assets and targeting high-risk containers in advance.
