ABSTRACT

This chapter explains about the regional distribution of transfers to social security funds, localized for 68.7 billion Euros and based on the regional balances between benefits and contributions, as quantified by Italian National Statistical Institute (ISTAT). Since 1996, the State General Accounting Department (RGS) has started to disaggregate the accounting data of the State budget and provides a database with the regional distribution of outflows. Currently the series goes up to financial year 2011 and also contains provisional data for 2012. In particular, the items of defence and interest charges were eliminated while the social contributions for State salaries were added. The State publishes systematic information on revenue collected locally by various government taxes. However these administrative figures are extremely misleading: for example all personal income tax on aggregate INPS and INPDAP pensions are shown as paid and collected in Lazio.
