ABSTRACT
In developing and structuring the project, you have to think of the Agency as a legal entity with rights and obligations that will be governed by the contract. But the legal entity is full of living, breathing people who also have rights and obligations and will have a positive or negative impact on the project depending on your leadership and their own inclinations. Some of them will be working directly to you on the project, some will be contributing at one remove and some will have their working lives significantly affected by the project and what it delivers. When the project is a mega-project, very little of the Agency will be entirely unaffected.
