ABSTRACT

In this book we have analysed the evolution of feed-in tariffs in Germany, Spain and France in order to understand the reasons for policy convergence in this area between the three countries. We have shown that national policies in the EU are becoming more similar over time – even without the legally binding harmonisation of support instruments. We have tested and largely confirmed the state-of-the-art theory of policy convergence. Even though we applied a micro-level focus (analysing more than 20 design options of a single policy instrument) the qualitative research approach allowed us to identify three mechanisms – transnational communication, regulatory competition and independent problem solving – which operate on a voluntary basis.
