ABSTRACT

Introduction In December 2014, the US Senate Select Committee on Intelligence published a summary report into the CIA’s interrogation methods that highlighted the various ways in which interrogation had used questionable methods to limited effect. The report also suggested that the agency had misled its political masters and noted how the CIA had exploited loopholes in international arrangements (Guardian 2014). The report’s publication coincided with the final weeks of Democrat dominance as it was feared that a Republican-controlled Congress would not publish such a condemning report.
