ABSTRACT

This chapter investigates the background to and implications of introducing consumer choice and marketization into a public care system. It looks at the implications of marketization and investigates both users and employees' perspectives, compares users' levels of satisfaction with public and for-profit providers, and investigates whether there are differences in work content and conditions between the two sectors. The analysis looks into the concept of quality of care, and how this is perceived by staff working in the public versus the for-profit home care sectors. The chapter draws on a number of data sources, including satisfaction surveys among users of home care. It uses only the data on home care workers in Denmark. The Danish sample included in total 361 home care workers and forms the basis for the analysis here. Privately employed home care workers also felt they had less access to skill formation and support from peers and line managers than their colleagues working in the public sector.
