At a given time during its existence, a state holds certain rights and obligations. The rights and obligations of a state change over time, as the state enters into new agreements, as new customary rules emerge, and as decisions are reached as to the reparation due for injuries caused by internationally wrongful acts. 2 The rights and obligations of a state also change upon a succession of states. State succession is the situation in which one state has replaced another in the responsibility for the international relations of territory. 3
