ABSTRACT

This chapter identifies the development and the presence of concepts such as soft power, hybrid action and informational warfare, concepts that are important parts of Russian soft power. It is important to know what the Russian Federation understands by "soft power", by informational war and its mode of action, which are its instruments and the way it intends to apply them. A component of hybrid war, but also a self-contained instrument, is the informational war. The main overall objective of the informational war is to determine, to control or at least to alter the strategic decisions of foreign policy, security and defence, to pervert or hinder the instruments intended for the military component of a state, and to hinder the functioning, if not to block some elements related to the security of a state. The functioning of the informational war is done in an integrated manner, on all three dimensions, with deliberate dosages and a vast instrumentation built in time.
