Preventive measures against the smuggling of migrants and trafficking in human beings should at minimum consist of supporting victims of these crimes, by facilitating their integration into the receiving country. This ensures that the victims feel safe to co-operate with the law enforcement authorities involved in fighting against these two crimes. In addition to offering support for victims of these crimes, EU police and judicial co-operation should also be enhanced. These two crime prevention measures are the focus of the next chapters of this book. This chapter specifically concentrates on the smuggling of migrants and trafficking in human beings at the international and EC/EU levels.
