ABSTRACT

This chapter suggests that the studied unofficial material extends the discursive space of the European Union military enforcement. The Common Security and Defence Policy (CSDP) is a domain of multiple actors. Because of the special political circumstances in which it came about and its exceptional influence, the European Security Strategy (ESS) was followed by a trail of analyses that usually compared it with the US National Security Strategy (NSS) issued by the Bush administration the year before. The Barcelona Report makes a clear distinction between human security and humanitarian intervention. The European Union is seen as frontrunner of tomorrow's world politics, governed by the principles of interdependence and multilateralism: The European Union pioneered the technique of integration at the level of society. The Political and Security Committee (PSC) exercises its political supervision, but it should be noted that the European Union Institute for Security Studies (EUISS) is an autonomous agency with full intellectual freedom.
