ABSTRACT

Regional policy can be seen as a cross-regional, broadly based foundational policy with a multi-layered approach comprising a combination of policies, as part of China's policy system. Regional policy in China has moved from solving problems to coordinating growth. The focus of regional policy is determining the functional orientation and development mode of the different kinds of land based on the capacity of its resources and its environment so as to control development. The "One Belt and One Road" policy links eastern Asia with the European Economic Area to traverse Asia, Europe and Africa. Through the establishment of pilot free-trade zones (FTZs), which are separated tariff zones, China's central government has undertaken greater steps to decentralize the economy to the different local governments and to market forces. There are several factors that explain the importance of initiating a policy that allows upgrading of regional development planning to the level of national strategy.
