ABSTRACT
Since the 16th National Congress of the Communist Party of China, the Party explicitly defined the position of “building a harmonious society” within the overall scope of the endeavor to create “socialism with Chinese characteristics.” It made a series of resource deployments which were able to achieve new results by creating advantageous underlying conditions. The Sixth Plenary Session of the 16th Central Committee of the Communist Party of China confirmed the objective of building a harmonious society, and brought forth the “Decision of the Central Committee of the Communist Party of China on major issues regarding the building of a harmonious socialist society” (referred to as the Decision below). The grand objective, as specified by this Plenary Session, was in line with the tide of history and in accordance with the people’s desires. Because of this, it is an entirely achievable goal.
