ABSTRACT

This chapter explains the legal duties landlords are under to ensure the electrical installations in their properties are safe. One of the characteristic features of Great Britain's property market over years has been the growth in the number of families and individuals occupying rented properties. The Housing Act 2006 covers the legal and contractual obligations of private landlords to ensure that a property meets a minimum physical standard known as the 'repairing standard'. One of the requirements for a rented property to meet the repairing standard is that the electrical installation must be in 'a reasonable state of repair and in proper working order'. In Wales, according to the Welsh Local Government Association report Private Rented Sector Improvement Project: End of Project Report dated February 2014, social housing provided by councils and housing associations comprise 16% of all Welsh homes, and privately rented homes accounted for 13% of the tenures.
