ABSTRACT

The primary legislation is the Building Act 2003, which came into force on 1 May 2005. The Building Regulations 2004, made under the 2003 Act, apply to the design, construction or demolition of a building, the provision of services, fittings or equipment in or in connection with a building, and the conversion of a building. The regulations stipulate that certain electrical work may only be carried out after a building warrant has been issued by the local authority. There is a range of legislation placing duties to that end on landlords in the social housing and private sectors. These regulations govern the safety of explosives operations involving duty holders such as employers, private individuals and other people manufacturing and storing explosives. The Explosive regulations are the outcome of an extensive review carried out by all the relevant regulators to simplify and rationalise the previous legislation covering explosives safety.
