ABSTRACT

This chapter describes the reimbursements for health care services and the five models of health maintenance organizations. It explains how Medicare, Medicaid, and TRICARE originated. The Consolidated Omnibus Budget Reconciliation Act of 1985 (COBRA) allows employees to continue health care coverage after the termination date of their benefits. The Patient Protection and Affordable Care Act was passed in 2010, and focused on private health insurance reform. There are variances between privately funded health care and employment-based health care. Both federal and state laws require employers to provide workers' compensation that meets minimum requirements, and covers most employees for work-related illnesses and injuries. A medical savings account (MSA) is one into which tax-deferred amounts from a person's income can be deposited. In regard to health care financing in the United States, the federal government has developed health insurance programs for the unemployed, elderly, disabled, low-income, and military personnel and their dependents, plus those with certain chronic conditions.
