ABSTRACT

This chapter is to investigate how existing policy instruments can help make that happen. It focuses on coastal ecosystems, rather than urban areas, though some management approaches are relevant to urban development in coastal areas. The chapter examines the case of Kenya to review the potential for existing policies, management approaches and tools to contribute towards achieving climate compatible development (CCD) in the coastal area. Kenya was chosen for the case study because it presents a case of active engagement with climate change policy and strategy development and has examples of many of the mechanisms that are utilised in managing coastal ecosystems from which lessons can be learnt. The purpose of such a review is twofold: to identify the potential of existing policies and instruments to contribute to progress towards CCD and, secondly, to learn from experience in implementation. Building on existing policies and practice also enables efforts towards CCD to capitalise on existing capacity, systems and processes.
