ABSTRACT

This chapter provides the readers with a description of the contract administration and contract closeout functions, definitions for terminology applicable to these final phases of the contracting cycle, and specific information on contract administration and closeout functions. The contracting agency's project manager and any other employees involved in the contract administration effort should be asked for feedback on the contractor's schedule adherence. Deciding to evaluate the contractor's cost/schedule performance at this early stage permits the agency to require schedule and financial information during the term of the contract that facilitates such an evaluation. Contract amendments are negotiated and approved during the contract administration phase of the contracting cycle. Amendments must meet all the essential elements of contracts. The agency's actions during contract closeout are straightforward. States and local government agencies establish the time period for retention of completed contract files; however, a retention period that is frequently established is seven years following contract completion.
