ABSTRACT

This chapter presents the text from the best-practices Requests for Bids (RFP) that establishes requirements for prospective contractors when preparing proposals in response to an RFP. Specifying sections for the proposal that directly correspond to the proposal evaluation criteria was incorporated in the best-practices RFP and is recommended for state and local government agencies. The text of the solicitation should also include a statement to the effect that the contracting agency intends to award the contract essentially in the format of the enclosed model services contract. The certifications regarding lobbying, compliance with the Pro-Children Act of 1994 as well as debarment and suspension, etc., are appropriate only when the contract is funded, or partly funded, by the federal government. Proposal preparation instructions are specific to ensure compliance with agency policy and to instill consistency among the proposals from the various prospective contractors.
