Challenges to commercialization

Current experience and debates concerning the liberalization of airline nationality indicate that there are important challenges ahead regarding the commercialization of the airline governance culture. These challenges must be clearly distinguished from public interest objectives that need to be addressed within the commercial governance culture. Common public interest goals, such as protection of safety, security, social welfare and fair competition, constitute inherent and ongoing elements of the commercial governance culture and the competitive regulatory paradigm (see the regulatory safeguards discussed in Chapter 9). There are, however, other challenges that involve circumstances that impede the development of a commercial governance culture as such, and these are dealt with in this chapter. 1
