ABSTRACT
Wolchik, “Favorable Conditions.” In both countries they are intrinsically associated with democratization for two reasons. First, free and fair elections were a core demand of protesters in Tbilisi and Kyiv, where movements developed in the wake of elections (parliamentary in Georgia, presidential in Ukraine) marred by electoral fraud. Second, in both countries the protests resulted in a change of power that spurred democratic reforms.
