ABSTRACT

The progressive emergence of trilateral economic and geopolitical coordination among Turkey, Georgia and Azerbaijan, trilateralism is a transnational outgrowth of Turkey-Azerbaijan bilateral relations. Turkish foreign policy informed by the 'strategic depth' concept and 'zero problems' policies towards neighboring regions propelled trilateralism from a series of bilateral ties towards an increasingly coherent grouping. The Trabzon Declaration is an exclamation point to the converging interests of Turkey, Georgia and Azerbaijan. More contemporaneously, the three states also share a number of economic and foreign policy interests that have facilitated an organic and rapid development of interstate relations, including the Caucasus' role as an energy conduit and the role of Euro-Atlantic integration. Turkey-Azerbaijan relations are a founding basis for both Zero Problems policies in the South Caucasus and trilateralism.
