Many organizations will measure their safety culture as an upstream cross-reference to the accident figures. We have one based on the Parker and Hudson (P&H) model with an essence of 'interdependence' added. BST use the Organizational Culture Diagnostic Instrument (OCDI). Many organizations have adopted the Target Zero aim and logo as part of a BBS approach, and often this proves controversial. Incentives are very much a double-edged sword as they clearly demonstrate in a profound way that we all understand that safety is important to an organization. The key principle is to work as proactively as possible to ensure the need for the use of discipline is minimized. A good cultural reference point would be films such as Slumdog Millionaire (2008), about underprivileged people in Mumbai, India, or City of God, a 2002 film about street gangs in the slums of Rio de Janeiro.
