ABSTRACT

This chapter argues that a new global order is in the making, but the spread of changes has been slow, albeit gathering pace, and the magnitude of changes has been small, albeit expanding over time. The United Nations (UN) system is the main driver of global governance and multilateralism by virtue of its history, size and influence. The chapter examines available evidence that lends support to such arguments. It assesses the changes that have been taken place thus far, and makes a case to suggest that the potentials for change are looming large. The chapter focuses on the latest 'model' of development that China pursues in pushing its 'belt-road' initiative, especially in working with other countries. Of the four core concepts of development that Xi Jinping pronounced in his speech at the UN Sustainable Development Summit – equality, openness, comprehensiveness and innovation – in terms of impact on global governance, the most significant concept would be equality.
