ABSTRACT

Under the UK Town and County Planning system, planning permission is required for all development; development means the carrying out of building, engineering, mining or other operations in, on, or the making of any material change in the use of any buildings or other land. Informal advice from planning officers is less readily available than it used to be, though formalised 'pre-application advice' can usually be obtained on the basis of preliminary information at low risk for clients. Local Planning Authorities are able to, on application to the Government, restrict certain types of permitted development, if justification can be provided for their area. Such restrictions are made under Article 4 and can be checked with Local Planning Authorities. Listed Building Consent is needed to demolish a Listed Building, or part of one, or to alter or extend it in any way inside or out which would affect its architectural or historic character as defined by the Listed Building Officer.
