ABSTRACT

This chapter analyses the document on 17-Point Agreement between Tibet and China. On 23 May 1951, representatives of the PRC and the Dalai Lama signed the 'Agreement on Measures for the Peaceful Liberation of Tibet', also known as the '17-Point Agreement'. This document set out the terms for the peaceful merging of Tibet with the new PRC. The following is a Chinese summary of the content of the agreement which was abrogated by both sides in 1959. The important content was as follows: expel imperialist aggressors from Tibet; assist the Chinese People's Liberation Army to enter Tibet strengthen border defense; merge all of Tibet's local government departments with the central people's government departments; put into practice minority district governments or autonomous government under the united leadership of the CCP and the central people's government; reform Tibet's social system. In signing this agreement, Tibetans threw off forever imperialist aggression and returned to the motherland, thereby consolidating the unity of the motherland.
