ABSTRACT

This chapter focuses on the development of a culture of assessment in a college. It was necessary to create developmental rubrics for the culture of assessment. The rubrics used were grouped similarly to a typical research report with preparatory issues first, then methods, results, and conclusions. The use of these rubrics was designed to stimulate the development of a culture of assessment at one college while still leaving decisions in the hands of faculty. For all the dimensions except PROBLEM IDENTIFICATION the differences were very large to astronomical based on either effect size or probability of being difference from chance. Regulators are charged with evaluating educational institutions to insure that they provide value. Accreditation agencies adopt standards set by commissions made up almost entirely of presidents and vice presidents of colleges with a tiny percentage of "public representatives". The final and most fundamental point of Trowler et al. is that policy initiatives need to "come together, link and intermingle".
