ABSTRACT
Because human survival is a compelling interest shared by all, persuasion is likely to be unusually effective in pursuing it. Power will nonetheless be necessary because there are individuals, groups, and organizations who oppose-from ideology, greed, and/or the requirements of their institutional role-the policies that are necessary to ensure human survival.
