ABSTRACT
We began this volume with the question What will be the future of the global development system? The obvious answer to that came quickly: “No one knows.” That simple answer creates a serious challenge. Actions, even decisions not to act, will affect the future in potentially very significant ways. We cannot know the future, but we must act as if we did.
