ABSTRACT

In this final chapter, the authors reflect on the regulatory process during the last forty years, and advance several policy recommendations.

Historically, the regulatory process has been dominated by the consensus cul­ ture. Two dimensions of the consensus culture have been noteworthy:

it has grown in importance and promises implications for a considerable time to come. The influence of the cognitive dimension can undergo important shifts as intellectual traditions change. By the 1970’s, Limpergian thinking began to be supplanted in the Netherlands by ideas and approaches developed overseas, especially in the United States and the United Kingdom.
