ABSTRACT

This chapter provides an overview of the staff resources. It shows that while there is no direct relationship between troop deployments and staff at headquarters, there seems to be a relation between the number of European Union (EU) missions and the officials in the European External Action Service (EEAS). The chapter describes how the member states make use of seconded national experts (SNE). It explains in depth through three separate rounds of institutional development. The chapter starts with the Saint-Malo Summit in 1998 and the European Council in 1999, which first envisioned and established the institutional structure for the Common Security and Defence Policy (CSDP). It continues with the quest for an Operations Headquarters (OHQ). The debate over an OHQ was strong in the aftermath of the Iraq war in 2003 and in 2010-11. The chapter concludes with the Lisbon Treaty and the minor changes it introduced for the organization of the CSDP.
