ABSTRACT
Introduction The massive earthquake and tsunami of March 11, 2011, triggered a severe accident at the Tokyo Electric Power Company’s (TEPCO) Fukushima Daiichi Nuclear Power Plant (NPP). Following the hydrogen explosions at the plant and the subsequent release of radioactive materials into the air, the central government issued a series of announcements and directives to evacuate, which were communicated to the public through numerous media outlets.
