The jus in bello rules try to place limits on whom and what can be targeted, how combatants as well as noncombatants can be treated, and the kinds of weapons that can be used. Peter Bergen has said that the time has come for some kind of international convention on the legal framework surrounding the use of such weapons. Referring to American drone strikes in Western Pakistan in particular, OConnell states: The attacks cannot be justified under international law since drones launch missiles or drop bombs, the kind of weapons that may only be used lawfully in armed conflict hostilities. The IsraeliPalestinian conflict has taken numerous twists and turns in recent years, with peace efforts alternating with flare-ups of violence. The Belgian Congo achieved independence from Belgium in 1960, with the founding of the Democratic Republic of the Congo (DRC). The Congo conflict may not be a permanent war, but it is an enduring one.
