ABSTRACT

This study aims to analyze the main elements of resistance (conscious/unconscious) and insensitivity towards regulations for change in public administrative culture within the scale of municipality management in Turkey. There occurred many innovations and improvements in performance management, which are important goals of public management reforms (Van Dooren 2006). However, some international comparative studies argue that effective implementation and improvement are limited in this area (Pollitt and Bouckaert 2004). Furthermore, it is argued that new public management is required for the implementation of strategic management tools, and especially for performance management techniques (Demirkaya 2006). Although these requirements have been implemented successfully in Anglo-Saxon countries, it is hard to claim the same thing for Napoleonic countries like Turkey, which are well known for their unitary and highly centralized administrative systems.
