ABSTRACT
Financial crises, experienced at the end of the 1970s globally, started the process of abandoning “welfare state” understanding, and questioning or criticizing predominating values and principles of our traditional understanding of the state. Along with this process, at the point of restructuring and redefining the role of the state, started in the 1980s and intensified in the 1990s, the effect of the factors that forced the public administration to change has an important place. As a result of the factors forcing the public administration to change and changing approaches, new administration models in implementation and theory gained currency. In restructuring the state and redefining its role, factors forcing change in administration have great effect, and the paradigm change is also considerably important. Public administration reform is one of the most discussed concepts during this process.
