ABSTRACT

Some significant changes have taken place in management paradigms since the beginning of the 1980s, and the understanding of new public administration has started to replace traditional public administration. The understanding of new public administration has re-defined and formed the role of the state in society and the relationships between government, bureaucracy, markets and citizens (Eryılmaz 2012, 43). This reformation contains continuous and comprehensive reforms starting with the rationalization of public sector and progress up to the downsizing of state and the concept of governance. While reviving rationalization and downsizing, efficiency, effectiveness and economy, the principles of governance, participation, accountability, transparency, strategic planning and performance management also presents the application discipline of these (Güler 2005, 7).
