ABSTRACT

The ongoing tendency of urbanization in Turkey has led to emergence of unplanned and especially remote settlements from city centers and growth of cities through sprawling (Genç 2014a). Due to dynamic processes of urbanization, rapid migration and expansion, new requirements and services, many cities are expanding into their surroundings, and towns and villages are growing towards the nearest, large municipality or city. After all, in addition to a few villages, more than one municipality and village, a single municipality in one urban area cannot provide urban services adequately. This brings up the problem of small municipalization and fragmented administrative areas (Özgür 2008). This type of growing method causes many problems like planning difficulties, service quality falling or exceeding the optimal service scale.
